Überhangmandat n (strong, genitive Überhangmandats, plural Überhangmandate)

  1. (politics) overhang seat (in the German electoral system, a parliamentary seat that occurs when a party wins more direct mandates in a district than it is entitled to based on its share of the party vote)
The high number of overhang seats regularly led to a significant enlargement of the Bundestag in the past.
In order to restore proportionality between the parties, so-called leveling seats are awarded in addition to the overhang seats.
