1. a homeless person who sleeps outdoors (or in improvised locations, like stairwells, train stations, etc.)

Sometimes called a "hemlös person" when trying to avoid associations with bum, of which there are shades sometimes, though uteliggare is often used neutrally, including in the media. One case where hemlös sounds more sensitive than uteliggare is when asking someone if they're homeless ("Är du hemlös/uteliggare?").
