     The Extra further announces that of the charters granted to Russian subjects, individuals or companies, which are still in force, those considered by the Corean Government to be unobjectionable will be considered binding as hitherto. The charters for the cutting of timber and forest making in the Tumen and Yalu districts and on Ulleung Island were originally granted to individuals, but in practice the Russian Government authorities are conducting the business, and they not only ignore the terms of the charters, but take an aggressive attitude.

     The military issued an air-raid alert on Ulleung, an island off South Korea’s east coast with a population of about 9,000. The missile fell into international waters 103 miles northwest of the island.
     “The siren started blaring at 8:55 a.m. and we got a message from our government computer system saying that this is ‘a real-life situation,’” not a mock drill, said Chung Young-hwan, a local official on Ulleung. “We took refuge at an underground shelter for three or four minutes before coming out again.”
