      On the 21st of November, the Imperial Chinese Commissioner Keying, arrived at Victoria, Hong Kong, whither he was conveyed in a British Government steamer from Whampoa, the object of his visit being the settlement of matters between the Chinese and British Governments, preparatory to the surrender of Chusan to the Chinese.
