From -овий (-ovyj) + -я (-ja). From the ellipsis of the adjective + -я (-ja) (with о→і substitution, later extracted out as its own suffix).

   ‎кочувати (kočuvaty, “to nomade”) + ‎-івля (-ivlja) → ‎кочівля (kočivlja, “nomading”)
