Juan Carlos Rabbat (born 1954) is an Argentine businessman, academic and former public official. He is the founder and president of Siglo 21 University (Spanish: Universidad Siglo 21), a private university based in Córdoba, where he served as rector between 1995 and 2000 and again from 2007 to 2014.[1][2] National and regional media, including reports that cite Argentina's Ministry of Education, describe Siglo 21 University as the private university with the largest number of students in the country.[3][4][5]
Over his career Rabbat has been involved in several education-related ventures, including the higher-education institute IES 21, the online-learning company Capabilia and R’Evolution Education Group.[1][6][7][8] In public office he served as Undersecretary of Interministerial Coordination in the Chief of the Cabinet of Ministers (Argentina) and later as a city councillor and municipal secretary in Córdoba.[9][10][11]
Early life and education
Rabbat was born in Córdoba in 1954.[2] In biographical notes he describes growing up in a family of small business owners and later combining entrepreneurial activity with academic and public roles.[2] He studied Chemical Sciences at the National University of Córdoba, graduating with a licenciatura in Chemical Sciences.[1][12]
Academic career
From the mid-1970s onwards Rabbat was involved in founding private education initiatives in Córdoba, including the Academy of Higher Education (AES) and the higher-education institute IES, later known as IES 21.[2][1] These institutions offered non-university tertiary programmes and have been cited as a precursor to Siglo 21 University.[1]
In 1995, together with his brother José Alberto Rabbat and the Fundación Universidad Empresarial Siglo 21, he founded Siglo 21 University in Córdoba.[1][12] He served as the university’s first rector from its opening until 2000 and held a second term as rector between 2007 and 2014, while also acting as president of the supporting foundation.[1][2] He has continued to be associated with the institution in strategic and advisory roles.[1][2]
Siglo 21 University has specialised in distance and blended learning, with a geographically distributed network of learning centres. Media coverage and interviews with its leadership, including a 2018 report that cites data from Argentina’s Ministry of Education, describe Siglo 21 as the private university with the largest number of students in the country, with tens of thousands of students enrolled nationwide.[5][3][4] Later reports on its thirtieth anniversary mention enrolments of around 90,000 active students and more than 100,000 graduates.[8][13]
Entrepreneurial activity
Alongside his work in higher education, Rabbat has been active as an entrepreneur in the field of online learning. In 2014 he co-founded Capabilia, an online education company that designs and delivers certificate and diploma programmes for universities and corporate clients.[6][2] Press reports describe Capabilia as a spin-off connected to Siglo 21 University that provides the platform and production for FC Barcelona’s Barça Innovation Hub – Universitas (FCB Universitas) programmes, offered fully online and reaching participants in dozens of countries.[6][14]
In 2020 Rabbat launched R’Evolution Education Group, presented as an education and technology ecosystem operating institutions and programmes in Spanish-speaking markets.[7][2] According to public information from the group and business media, R’Evolution Education Group brings together higher-education institutions, technical training providers and companies that develop educational software and online projects.[7][2] Biographical profiles also identify Rabbat as a member of the strategic committee of the Ilumno university network.[1]
Public service and political career
Rabbat served in the national government during the presidency of Fernando de la Rúa. By Decree No. 36/1999 he was appointed Undersecretary of Interministerial Coordination at the Chief of the Cabinet of Ministers (Argentina).[9]
At the local level he founded the municipal party Córdoba en Acción and ran for mayor of Córdoba in the 2003 municipal elections. After his list placed fourth in the vote he took a seat as city councillor (concejal) in the city’s deliberative council.[12][10] In 2005 mayor Luis Juez appointed him Secretary of International Relations and International Cooperation for the city of Córdoba.[11] He left this post in 2006 and returned to full-time academic administration at Siglo 21 University.[12]

- 2011 – Empresario Destacado en Servicios (Outstanding Businessman in Services), awarded by the Córdoba newspaper La Voz del Interior.[15]
- 2018 – Premio Fulvio Rafael Pagani a la Sustentabilidad Emprendedora (Fulvio Rafael Pagani Award for Entrepreneurial Sustainability), granted by the Córdoba-based Fundación E+E (Fundación Empresarial para Emprendedores).[16]
- 2018 – Empresario del Año (Businessman of the Year), awarded by the business magazine Punto a Punto.[17]
- 2018 – Premio Líderes para el Desarrollo: Gobernador Enrique Tomás Cresto (Leaders for Development: Governor Enrique Tomás Cresto Award), a distinction presented by the Senate of Argentina together with municipal and regional organisations.[18][2]
