Karabakh University (Azerbaijani: Qarabağ Universiteti) is a higher education institution established in 2024 under the Ministry of Science and Education of the Republic of Azerbaijan. It is located in the city of Khankendi in Karabakh Economic Region region of Azerbaijan.[1]
Karabakh University is a public legal entity under the Ministry of Science and Education of the Republic of Azerbaijan. It currently offers undergraduate education funded fully by the government of Azerbaijan. The university's main campus is in Khankendi, and two more campuses are planned to be operational in near future in Shusha and Khojaly.[2]
History
The region where Karabakh University is situated in has been in the center of tensions and armed conflict between the Republic of Azerbaijan and Armenia for nearly 30 years.[3] Although the larger region, that included former Nagorno-Karabakh Autonomous Region (of Azerbaijan SSR) and seven surrounding districts[4] were de-jure part of Azerbaijan[5], "Armenia exercised effective control over the territory"[6], between 1992-2020.
Azerbaijan liberated all its foreign-occupied territories between 2020-2023[7] and restored its sovereignty over its entire internationally-recognized territories.[8]
Following this, the President of Azerbaijan Ilham Aliyev issued a decree on 28 November 2023 to establish Karabakh University.[9] Later, on 6 February 2024, the Cabinet of Ministers of the Republic of Azerbaijan approved the Charter of Karabakh University.[10] On 15 February 2024, by the decree of Ilham Aliyev, 10 million manats were allocated for Karabakh University.[11] On 20 May 2024, Shahin Bayramov was appointed as the rector of the university.[12]
In September 2024, Karabakh University welcomed its first group of students with enrolment in 7 faculties and 27 different undergraduate programs.[13] The students admitted to Karabakh University benefit from fully state-funded tuition costs and accommodation in the dormitories.[14]
In September 2025, the President of Azerbaijan inaugurated the newly established Karabakh University Clinic and the new building of the Faculty of Medical and Health Sciences in Khankendi, with full MD and Nursing programs.[15]
The university currently has several buildings, and two new campuses are planned for construction in Shusha and Khojaly[16]. The main building was home to various other educational institutions, such as Stepanakert branch of Azerbaijan State Pedagogical Institute (1969-1973), Stepanakert State Pedagogical Institute (1973-1988), Vanadzor State Pedagogical Institute Stepanakert branch (1988-1992)[17], and lastly, Artsakh State University, in the years when Nagorno-Karabakh Region of Azerbaijan Republic[18] was under the control of Armenia and separatist Nagorno-Karabakkh Republic (1992-2020).
Faculties
The university offers undergraduate education in 7 faculties: education, economics, humanities and social sciences, engineering, fine arts, tourism, and medical and health sciences.[19]
On 23 December 2025, President of Azerbaijan Ilham Aliyev attended inauguration of Faculty of Business and Economics building at Karabakh University.[1] The Faculty of Business and Economics is a key academic unit focused on creating a modern learning environment. Currently, it employs 20 faculty, administrative, and technical staff, and a total of 505 students are enrolled at the bachelor’s level in seven specialties: economics, finance, accounting, management, public and municipal administration, international trade and logistics, and tourism organization.[20]
On 23 December 2025, President of Azerbaijan Ilham Aliyev laid the foundation stone for the building of the Faculty of Engineering of Karabakh University in the city of Khankendi.[21]
Students
Karabakh University currently has over 2,100 students, with its first graduation planned for 2027 due to direct entry of Sabah group students into the second year in 2024.[22]
Students admitted to Karabakh University benefit from fully state-funded tuition costs and accommodation in the dormitories. [23]
