Excise, Taxation and Narcotics Control Department
The Excise, Taxation and Narcotics Control Department (ET&NCD) of the government of Sindh is the primary revenue-mobilizing agency for the province of Sindh, Pakistan. Originally established in 1908 and functioning as an independent entity since the dissolution of the "One Unit" system in 1971, the department is mandated with the dual responsibility of tax collection and narcotics suppression. It is responsible for approximately 64% of the provincial government's total tax revenue receipts. Its fiscal operations include the levy and collection of the infrastructure cess, motor vehicle tax, professional tax, cotton fee, and excise duty on articles such as tobacco and medicinal spirits. Notably, as of July 1, 2024, the department devolved the collection of property tax to local government councils, though it continues to provide technical support for the transition.[1]
In recent years, the department has undergone significant digital transformation to enhance transparency and public facilitation. Key initiatives include the introduction of a cashless and contactless system for annual tax payments, an online auction portal for premium number plates, and the issuance of security-featured smart cards for vehicle registration. To further ensure legal compliance and security, the department implemented compulsory biometric verification for all vehicle transfers and new registrations. On the enforcement side, the Narcotics Control Wing operates ten permanent check posts across the province to intercept illicit drug trafficking. This wing enforces the Sindh Control of Narcotic Substances Act, 2024, and actively manages public safety campaigns, such as the prohibition of narcotics and electronic vaping devices in educational institutions.[1]
