It is located between Kingsland to Morgan Avenues and between Frost Street to Maspeth Avenue in East Williamsburg, Brooklyn.[2] It has 1,440 residents as of 2025. This housing complex was built in June 1953 and named after the adjacent Cooper Park.
In 2017, NYCHA Unveils NextGen for the newest addition at the Parking Lot in this Complex with residents engaging to inform a release for Request for Proposals and NYCHA had committed to continuing to providing newer affordable housing and part of the 10-year strategic plan to repair and rebuild public housing to improve the conditions of each building.[3]
