Billy Phillips is an Australian professional rugby league footballer who plays as a lock forward for the Penrith Panthers in the National Rugby League and NSW Cup.

Phillips grew up in Forbes, New South Wales, playing for the Forbes Magpies before signing with the Penrith Panthers.[2]

In Round 26 2025, Phillips made his NRL debut for Penrith against the Canterbury-Bankstown Bulldogs. Coming off the bench in a 28-10 loss at Accor Stadium.[3][4]
