- The postal address city name is "Tulsa, OK" but this does not have bearing on what municipality a place is located in or whether it is in a municipality. The City of Houston stated: "The U.S. Postal Service establishes ZIP codes and mailing addresses in order to maximize the efficiency of their system, not to recognize jurisdictional boundaries."
